What Calif.’s Drought Could Mean for Housing

The Golden State is drying up and it could have repercussions for its real estate market. Lawmakers have called for unprecedented measures to curb residents’ water consumption in response to a severe drought, now running into its fourth year.

Gov. Jerry Brown last week called for a 25 percent reduction in water consumption throughout the state. The move will force a change among home owners and communities.

As water bills get more pricey, home owners will need to find ways to conserve, and their outdoor landscaping may be one likely place to do it. Lush lawns will need to be uprooted in favor of more drought-tolerant ones. Those long-held favored aesthetics for green yards and colorful, water-loving plants will need to shift among residents. “This will change what Californians see as beautiful,” says Heather Cooley, water program director for the Pacific Institute, an Oakland, Calif.-based environmental research group.

Also, resort communities in the state — known for their green oasis looks — are growing concerned at how the water reduction will affect their communities. For example, Palm Springs – which is in the middle of the desert – may see some of the biggest repercussions to its real estate. Known for its green golf courses, businesses will need to look for ways to conserve.

The daily per capita water use in Palm Springs is 201 gallons – more than double the state’s average. Palm Springs has ordered 50 percent reduction in water use by its city agencies. The city plans to replace lawns and annual flowers around the community with water-saving native landscapes. It also is paying residents to replace their lush green lawns with rocks and desert plants, as well as even offering rebates to those who install low-flow toilets too.

“Years ago the idea was, come to Palm Springs, and people see the grass and the lushness and the green,” says David Ready, the city manager. “We’ve got to change the way we consume water.”

Meanwhile, in the agricultural Central Valley of California, farmlands are drying up and unemployment is surging among farm workers. Some communities are seeing an exodus of residents as some farmers are relocating 70 miles out or more in search of work.

The drought could also prompt a reduction in housing construction, says Richard White, a history professor at Stanford University. That could come at a time when more residential development is needed in cities like Los Angeles and San Francisco to meet higher demand too, he says.

“It’s going to be harder and harder to build new housing without an adequate water supply,” White says. “How many developments can you afford if you don’t have water?”

Nevada Irrigation District’s Water System Upgraded

Water supplies to the greater Grass Valley-Nevada City area are safer and more reliable as a result of NID’s Banner Cascade Pipeline Project which is being phased into operation this fall and winter. Pipeline construction, roadway overlays and repaving are finished, tree planting and hydroseeding are being completed this fall, and a startup testing program of the large water system is under way.

Major Upgrade

In planning for 10 years and under construction for the past two years, the $41 million upgrade is the largest project completed by NID since the Yuba-Bear Hydroelectric Project was built in 1963-66. The project includes 6.4 miles of large diameter pipeline to carry water across Banner Mountain to NID’s Elizabeth L. George and Loma Rica water treatment plants. It will also make more irrigation water available to the canal water systems of western Nevada County.The overall project includes 5.5 miles of new treated water pipeline and new fire hydrants, making new supplies of safe drinking water available to many Banner Mountain neighborhoods.

An interesting feature near the downstream end of the water project is the plumbing for a future small hydroelectric power station near NID’s Loma Rica Reservoir. The Banner Cascade Pipeline Project is the second phase of a major upgrade to a key water system serving western Nevada County. NID improved the Upper Cascade Canal (east of Red Dog Road) in an $18 million project completed in 2000-2002.

Stay Hydrated Without Putting Yourself in Danger

The weather is warming up, people are heading outside to exercise, and we’ve been told our entire lives to drink “plenty of water.” Not everyone realizes, however, that it’s possible to drink TOO much. How much is enough, and how much is too much?

You may remember back in January 2007, when Jennifer Strange, 28, a Sacramento-area mom of three, was found dead in her home of water intoxication. Jennifer had competed in a radio station’s “Hold Your Wee for a Wii” contest. The contest winner would be whoever drank the most water without going to the bathroom; the prize, a Nintendo Wii video game system. Jennifer wanted to win it for her kids.

“Holding it” against nature’s urging to get rid of it is intuitively a bad idea, and putting yourself in danger in order to gain some material thing is just foolish. The bulk of the blame lies with the radio station, however; station officials had been advised that someone had previously died of the same cause in a hazing incident, and they reportedly didn’t take Jennifer seriously when she complained of feeling ill. Still, this story should be a warning to everyone who might think that if drinking plenty of water is good for us, then there’s no such thing as “too much.”

Drink Enough Water – But Not Too Much

Wrong.

We don’t know for sure how much Jennifer drank, but drinking too much can lead to water intoxication as well as hypothermia. Through perspiration during and after exertion, we lose both water and electrolytes; water intoxication and hypothermia result when a dehydrated person drinks too much water without the accompanying electrolytes.

We all learned about osmosis in school, yet perhaps we don’t all have a clear idea of what osmosis actually is. Osmosis is simply the movement of water across a semi permeable membrane from higher to lower concentration; both electrolytes and water move back and forth across the cell membrane in an effort to balance concentration. Electrolytes are more concentrated inside the cells, and water outside; cells try to regain balance by pulling in water, and could eventually swell to the point of bursting.

This is a simplified version of the events taking place in your body, but you don’t need a background in biochemistry to understand that burst cells cause serious bodily damage.

Anne Marie Helmenstine, Ph.D., describes the symptoms of water intoxication at About.com:

“Electrolyte imbalance and tissue swelling can cause an irregular heartbeat, allow fluid to enter the lungs, and may cause fluttering eyelids. Swelling puts pressure on the brain and nerves, Which can cause behaviors resembling alcohol intoxication. Swelling of brain tissues can cause seizures, coma and ultimately death unless water intake is restricted and a hypertonic saline (salt) solution is administered. If treatment is given before tissue swelling causes too much cellular damage, then a complete recovery can be expected within a few days.”

Dr. Helmenstine says that the kidneys of a healthy adult can process fifteen liters of water a day. You probably won’t suffer from water intoxication, even if you drink a lot of water, as long as you drink it over time rather than an enormous volume at once. Much of our need for water is satisfied by the food we eat, so 8-12 eight-ounce glasses a day is a common recommended intake.

We may need more water if the weather is very warm or very dry, or during exercise. While water intoxication is very uncommon, it is not unheard-of, so be careful. If you’re exercising a lot, especially in hot, dry conditions, drink enough water—but not too much. Be sure to replace your electrolytes by consuming essential elements like potassium and sodium, and to a lesser degree magnesium and calcium. Sports drinks and “vitamin water” drinks can help. And never enter any contests that involve drinking of any kind, water included!
